Almost certainly done with photoreference though. There are well-established techniques for making precise copies of photographs by hand, for instance by painting. They are pretty easy, just very time consuming.
In the end most artists don’t bother, because if it looks just like a photo, why not just take a photo? Also it leaves little room for the artist’s own visual language.
